The 9 Rules

Operational machinery. These translate the beacons into enforceable constraints that both parties can verify.

Rules without values are tyranny. Values without rules are wishful thinking. The 9 Rules are how the 6 Beacons become actionable.

Why 9?

Nine is 3×3. Each beacon needs roughly 1.5 rules to operationalize it. The number isn't sacred - more rules may emerge as we discover edge cases. But we start minimal. Every rule is friction. Only necessary friction serves the Treaty.
